Ronald O'Rourke

Specialist, Naval Affairs, Congressional Research Service (CRS)

Ronald O'Rourke is a specialist in naval affairs at CRS, writing reports and providing guidance to members of Congress and their staffs on naval and military issues for twenty-five years.  He has become one of the CRS’s most renowned experts on major defense programs.  He is a Phi Beta Kappa graduate of the Johns Hopkins University and was valedictorian of his class at the Hopkins Nitze School of Advanced International Studies (SAIS), where he obtained a master’s degree.  He joined the CRS in 1984 as a naval analyst and has written a multitude of reports on naval, and strategic, and defense appropriation issues.  Ronald frequently briefs members of Congress and their staffs and has testified as an expert at Congressional hearings. When the CRS’s only expert on military aviation died suddenly last year, Ronald stepped in and assumed much of those responsibilities as well.
