Mary Klutts

Budget Officer, Library of Congress

Mary Klutts first served in the U.S. Marines before coming to work at the Library of Congress in 1990 as a budget analyst. In her nineteen years of service at the Library, Mary has become an expert in every aspect of the Library’s operating budget.  Since 2007, when she was named Budget Officer, Mary has set out to transform the way the Library’s budget proposals and justifications are formulated.  She has helped move the Library toward greater transparency and more concise budget proposals, and the Library’s budget requests during her tenure have been cited as the model for the legislative branch.  As a result of her efforts, the Library received strong support from Congress for its 2009 and 2010 appropriations requests. Under Mary’s guidance, and during this time of economic challenges, the Library has helped show the taxpayers where every dollar is going and why.
